Job Responsibilities
- Implement and maintain the ERCC-II M&E framework, theory of change and learning systems.
- Design and update monitoring instruments (including KOBO tools); manage mobile data collection workflows.
- Conduct baseline, mid-term, end-line studies, impact assessments and coordinate external evaluators.
- Collate, analyse and synthesise quantitative and qualitative data for monthly, quarterly and donor reports.
- Lead Real Time Monitoring (RTM) and Post-Distribution Monitoring (PDM) and ensure accountability mechanisms.
- Provide capacity building on participatory M&E, reporting and accountability to staff and facilitators.
- Ensure data quality assurance, information management and generation of lessons learned and impact stories.
- Prepare Concept Notes, ToRs, SOPs, MOUs and technical documentation as required.
- Supervise field teams, track KPIs, monitor budgets and support corrective action planning.
- Ensure compliance with JJS and donor requirements for documentation and reporting.

Overview: Jagrata Juba Shangha (JJS) invites qualified candidates to apply for the position of Monitoring & Evaluation Officer (M&EO) for the ERCC-II project in Khulna. This job is critical for accountability to both affected communities and the donor.Key responsibilities (summary):Implement and maintain the ERCC-II M&E framework, theory of change and learning systems across the project.Design and update monitoring instruments (including KOBO tools), conduct data collection, data cleaning and analysis, and synthesize findings for management and donors.Lead baseline, mid-term, end-line and other studies; coordinate external evaluators and consultants as required.Collate quantitative and qualitative data and prepare monthly, quarterly and final reports, impact stories and case studies.Support Real Time Monitoring (RTM), Post-Distribution Monitoring (PDM) and accountability mechanisms.Provide capacity building to project staff and facilitators on participatory M&E, reporting and accountability.Lead data quality assurance, information management and development of knowledge products for organizational learning.Support project management by supervising field interventions, tracking progress against KPIs and preparing corrective action plans.Technical tasks and outputs:Design KOBO survey forms and ensure proper mobile data collection workflow.Analyse data (quantitative and qualitative), visualize results and prepare management-friendly briefs.Draft Concept Notes, ToRs, SOPs, MOUs and technical sections of project documentation.Support online integrated data & information management systems and timesheet tracking.Required qualifications & experience:Postgraduate degree (MSS or equivalent) in Social Science, Statistics, Development Studies, Environmental Science, Agriculture, or a related field.Minimum 5 years of practical experience in the NGO development sector; at least 3 years in a similar M&E position, preferably in coastal areas.Experience in climate change, disaster management and household-level livelihood initiatives (livestock, aquaculture, fisheries, agriculture).Competencies and skills:Strong knowledge of monitoring & evaluation methodologies and MEAL systems.Proficiency in KOBO tools, MS Word, Excel, PowerPoint and Google Sheets.Ability to conduct quantitative and qualitative data analysis and present findings clearly.Report writing skills and strong communication in English.Experience with RTM, PDM, and project-level quality assurance.Ability to develop CNs, ToRs, SOPs and basic financial voucher familiarity.Valid motorbike driving license (mandatory).Benefits & remuneration:Competitive monthly salary: Tk. 61,342 (as advertised) with potential band up to Tk. 79,744 according to project scale and policy.Mobile bill reimbursement, actual fuel and motorcycle maintenance cost as per project budget.Other benefits as per organization policy and donor funding availability.Contract duration & workplace: Contractual appointment at ERCC-II Project Office, Khulna.
