Job Responsibilities
- Define procedures and ensure implementation, monitoring and maintenance of technical works in the area of specialization.
- Manage technical activities in close collaboration with field sector leads.
- Carry out assessments and feasibility studies and propose technical solutions.
- Develop protocols and standards where necessary and implement monitoring systems.
- Prepare designs, BOQs and technical documentation for construction and rehabilitation projects.
- Supervise construction works including quality control, cost control and schedule management.
- Support contractor selection, contract management and supplier evaluation.
- Provide regular field visits and ongoing technical support to project sites.
- Contribute monthly construction data and reports to logistics coordination and mission SitRep.

This job is based in Cox's Bazar (Ukhia) and will work closely with project teams, logisticians and external contractors.Key responsibilities include (but are not limited to):Define procedures and ensure implementation, monitoring and maintenance of technical works within the area of specialization.Manage technical activities in close collaboration with the field responsible of the sector(s) supported.Carry out assessments and feasibility studies; provide line managers with alternatives and practical solutions to infrastructure challenges.Develop protocols and standards where standard protocols are not available; pilot and refine approaches, and establish monitoring systems.Prepare design drawings, Bill of Quantities (BOQ), and detailed scope of work for construction and rehabilitation projects.Provide close supervision of construction works, quality control, cost control and schedule management.Support contractor selection, contract management and supplier assessment for local procurement and service providers.Deliver regular field visits and give permanent technical support to project sites; act as technical referent for the team.Prepare and submit monthly progress reports to logistics coordination and contribute to mission reports.Required qualifications and experience:Technical diploma in Construction within Civil Engineering/Structural Engineering — essential.BSc in Civil Engineering / Structural Engineering — preferable.Minimum five (5) years of work experience in construction project management — essential.Experience in feasibility studies, estimation, BOQ preparation, and structural calculations.Experience in site management and local construction methods and regulations.Previous experience with NGOs, preferably MSF, and working experience in developing countries is desirable.Skills and competencies:Proficient user of AutoCAD and MS Office (Excel, Word, Outlook).Computer literacy and ability to prepare technical documents, BOQs and cost estimates.Strong knowledge of structural calculations and construction supervision practices.Fluency in English is essential; knowledge of Chittagonian languages is desirable.Familiarity with plumbing and electrical installation is desirable.Good communication skills, ability to liaise with contractors, government agencies and internal teams.Benefits and terms:Permanent position based on performance and operational needs with salary according to level Eight (8) of the internal MSF salary grid (BDT 108000 Gross monthly).
