Job Responsibilities

  • Lead and manage the Finance Department under the Executive Director; responsible for overall finance function.
  • Design, implement and monitor financial systems, controls and processes across head office and 21 branches.
  • Prepare strategic financial plans, Annual Program Budget (APB), project budgets and financial forecasts.
  • Ensure timely submission of donor reports and NGO Affairs Bureau reports and statutory returns.
  • Prepare Treasurer’s Speech for AGMs and financial reports for governance bodies.
  • Coordinate monthly budget utilization reports and variance analysis; consolidate branch reports.
  • Ensure internal control systems and oversee annual external audits.
  • Allocate and monitor budgets for 21 branches and provide mentoring support to finance staff.
  • Ensure appropriate posting of financial transactions in Tally and proper maintenance of vouchers and books.
  • Manage national & international fund reporting and maintain liaison with external financial and governmental bodies.
  • Support management decision-making with accurate financial information.
  • Any other task assigned by the authority.

OverviewFamily Planning Association of Bangladesh (FPAB) invites experienced finance professionals to apply for the role of Chief of Finance / Manager, Finance & Accounts (Contractual). As the Chief of Finance / Manager, Finance & Accounts, you will be part of a leadership team that ensures the integrity of financial systems, compliance with donor and statutory requirements, and the financial sustainability of the organization.Key responsibilities (summary)Lead and manage the Finance Department and be overall responsible for its effective functioning under the supervision of the Executive Director.Design, implement and monitor financial systems, controls and processes across head office and 21 branches to ensure transparency and accuracy.Prepare strategic financial plans, Annual Program Budget (APB), project budgets and financial forecasts aligned with programmatic goals.Ensure timely preparation and submission of donor reports, NGO Affairs Bureau reports and statutory returns.Coordinate monthly budget utilization reports, variance analysis and consolidated branch reporting.Oversee annual external audits and ensure robust internal control systems are in place.Support management decision-making with high-quality financial information and treasurer’s reports for AGMs and governance meetings.Allocate and monitor budget deployment across branches and provide mentoring to finance staff to strengthen capacity.Manage national and international fund reporting, liaison with external professional, business, financial and governmental bodies.Carry out any other finance-related tasks as assigned by the authority.Detailed duties (include but are not limited to)Ensure proper maintenance of vouchers, books and electronic records; ensure appropriate posting in the Tally software.Collect, consolidate and validate financial reports from 21 branches and generate consolidated statements.Prepare Treasurer’s Speech for AGMs and financial briefs for the National Executive Committee and governing body meetings.Lead budgeting processes for projects and proposals, working closely with program teams to prepare budget narratives.Monitor quality, performance and resource utilization; strengthen deployment and stabilization of financial systems and processes.Required qualifications & educationMaster’s degree in Business Administration (MBA) or a relevant master’s degree or an equivalent professional qualification.ExperienceAt least 8 years of progressive experience in finance and accounts, including at least 3 years in a senior/leadership position.
