Job Description
Overview: TMSS HEM invites qualified candidates to apply for the role of Employment Support Officer under the Recovery and Advancement of Informal Sector Employment (RAISE) project. This job circular in bangladesh aims to improve earning opportunities for low-income urban youth and those impacted by COVID-19 and other shocks. The selected candidate will join a respected company and work closely with government and private stakeholders to deliver high-quality employment support services.This job is based in Bogura with extensive field visits across the country. The position is contractual and requires a motivated professional with strong experience in skills development, apprenticeship or work-based learning programs, and stakeholder engagement. Read the full circular and apply before the deadline.Key ResponsibilitiesCareer preparation and counseling for youth to improve employability.Employment and entrepreneurship support including facilitating access to training, financing, and job markets.Employer and industry engagement to create placement opportunities and apprenticeship links.Placement tracking, monitoring and follow-up (tracer studies and placement databases).Coordination with stakeholders including BTEB, NSDA, private sector partners and local authorities.Reporting, documentation and data collection to inform project implementation and scale-up.Community outreach and mobilization, with a focus on marginalized groups (girls, PWDs, ethnic minorities).Oversee enrollment, motivation and mentoring of apprentices/trainees.Promote gender equity, inclusion and safeguarding in program activities.Perform any other project related responsibilities assigned by management.Required Skills & CompetenciesStrong knowledge of TVET, skills development and apprenticeship program management.Proven experience in employment support, career services or training facilitation.Excellent stakeholder engagement and employer relation skills.Good project management, monitoring & evaluation and reporting skills.Strong communication, presentation and community mobilization skills.Data collection and basic analysis skills (for tracer studies and labor market assessments).Commitment to gender equity, inclusion and protection standards.Education & ExperienceRequired education: Bachelor of Science (BSc) or Bachelor/Honors or Masters from a government approved university. Acceptable specializations include BSc Engineering (CSE/EEE/Civil/Mechanical/IPE), MBA/Management/Economics/Development Studies/Social Work/Sociology or related fields. Applicants must have at least one first division/class or equivalent CGPA. Candidates with more than one third class/division in their academic record will not be considered.Experience requirement: At least 7 years of full-time experience in the development/NGO sector, with at least 3 years of full-time experience in skills development/TVET management.
