Job Responsibilities

  • Develop and manage budgets following donor and organizational policies.
  • Maintain accurate financial records, books of accounts and subsidiary registers; perform data entry and filing of vouchers.
  • Monitor cash flow, process payments, manage petty cash and payroll, and ensure proper expense documentation.
  • Prepare periodic (monthly/quarterly) budget variance analysis reports and assist with annual budget revisions.
  • Ensure compliance with donor agreements, organizational financial policies, tax and VAT regulations.
  • Support internal financial monitoring teams and external auditors; respond to audit queries and follow up on recommendations.
  • Train project staff on financial procedures and support procurement decisions.
  • Maintain fixed asset inventory and liaise with relevant departments on stock management.

Required Skills

  • At least 3 years of experience in finance and administration, preferably in a national NGO
  • Accounts keeping and financial analysis
  • Proficient in MS-Excel, MS-Access, MS-Word and MS-PowerPoint
  • Experience with accounting software

Job Description

Breaking the Silence (BTS) is seeking a competent and motivated Finance Officer to join its Dhaka head office for a key project focused on strengthening community and institutional responses to child sexual abuse and exploitation. Key responsibilities (summary): Prepare and manage budgets in line with donor and organizational policies. Maintain accurate books of accounts, perform bank reconciliations, and process payments. Monitor cash flow, manage petty cash, payroll processing and expense documentation. Prepare timely financial and budget variance reports (monthly/quarterly) and support annual budget revisions. Ensure full compliance with donor agreements, tax and VAT regulations, and organizational financial policies. Support internal financial monitoring teams and external auditors; respond to audit queries. Provide financial guidance to project staff, including training on financial procedures and procurement support. Maintain fixed asset registers and support inventory management activities. Detailed duties include: Books of Accounts & Reporting: ensure availability of vouchers and supporting documents, maintain subsidiary registers, and ensure payments charged to approved budget lines. Periodic Reporting & Budget Follow-up: prepare budget variance analyses, follow up on under/overspent items and report to the Project Manager. Administrative Support: assist in implementing administrative rules, maintain personnel-related files, and support project logistics and office operations. Program Support & Documentation: conduct field visits for financial verification and preserve all key financial, legal and contractual documents. Compliance: maintain knowledge of government tax/VAT requirements and ensure donor compliance. Required qualifications & skills: Education: MBA in Accounting or MBA in Finance. Experience: minimum 3 years in financial and administrative roles, preferably within a national NGO. Experience in child protection or community development work is an advantage. Technical skills: proficiency in accounts keeping, financial analysis, and accounting software; advanced MS Excel skills; comfortable with MS-Access, MS-Word and MS-PowerPoint. Language: good written and spoken English and Bangla. Other: ability to work under pressure, willingness to travel frequently to field locations, integrity and commitment to safeguarding policies. Contract & benefits: Tenure: 3 months probation. Post-probation continuation is subject to performance and project lifetime. Salary: Tk. 55,000 monthly (as advertised); salary band indicated in the circular may vary by experience.
