Job Responsibilities
- Develop and implement MEAL frameworks and tools aligned with program goals.
- Ensure accurate data collection, analysis, and reporting for program indicators.
- Design and maintain data management systems and reporting mechanisms.
- Conduct regular field visits and provide technical guidance to program teams.
- Manage accountability systems, beneficiary feedback and complaints mechanisms.
- Maintain data confidentiality and implement information sharing and data protection protocols.
- Facilitate capacity building and MEAL training for staff and partners.
- Document lessons learned and best practices to support organizational learning.
- Coordinate MEAL activities with departments, partners and donors.
- Support emergency response related MEAL activities when required.

Overview:Breaking the Silence (BTS) invites applications for a dedicated MEAL Officer to lead monitoring, evaluation, accountability and learning activities for a consortium project titled “Strengthening Community and Institutional Response to Child Sexual Abuse and Exploitation”. This is a critical job opportunity within a respected non-profit company working across Dhaka, Sreemangal and Satkhira in Bangladesh. The position is based at the BTS Dhaka Head Office and offers a hands-on role supporting program quality, data systems, accountability mechanisms and organizational learning. The company encourages female candidates, persons with disabilities and ethnic minority applicants to apply; shortlisted candidates will be contacted for interview.Key responsibilities:Develop and implement comprehensive MEAL frameworks, tools and data collection systems aligned with program goals and donor requirements.Oversee accurate, timely data collection, management, analysis and reporting for project indicators, ensuring data quality and confidentiality.Establish and manage beneficiary feedback and complaints mechanisms, ensuring responsive accountability and proper database management.Conduct regular field visits to Dhaka, Sreemangal and Satkhira to monitor activities, provide technical guidance and validate data.Facilitate capacity building and training for program staff on MEAL practices, data protection and child protection-sensitive monitoring.Document and promote learning: compile lessons learned, best practices and contribute to learning products and donor reports.Coordinate MEAL activities with program teams, partners and stakeholders, representing MEAL in coordination meetings.Support emergency response monitoring and adapt MEAL systems to evolving program needs.Required skills & competencies:Minimum 3 years of relevant experience in MEAL, monitoring & evaluation, or related roles — preferably in national/international NGOs and child protection contexts.Strong knowledge of MEAL frameworks, indicator development, data collection methodologies and data quality assurance.Practical experience in designing and managing databases, accountability systems and feedback/complaints mechanisms.Excellent report writing, analysis and documentation skills; ability to translate data into actionable learning.Solid facilitation and training skills for capacity building of program staff and partners.Good interpersonal skills, teamwork, problem-solving, and the ability to work under pressure and meet deadlines.Computer literacy: MS Word, Excel, PowerPoint and data management tools.Valid motorcycle driving license and ability to travel frequently to field locations.Understanding of data protection, confidentiality and ethical case management, especially in child protection settings.Education & experience:Master’s degree in Statistics, Economics, Mass Communication, Social Science, or a relevant field (MSc/MA/MSS as listed).At least 3 years of MEAL-related experience working in NGO settings.Tenure, working conditions & benefits:Probation: 3 (three) months. Continued engagement may be extended until the project lifetime based on performance and supervisor recommendation.Location: Dhaka Head Office with frequent travel to project districts (Dhaka, Sreemangal and Satkhira).Working hours: Office time with 2 days weekend.
