Job Responsibilities

  • Prepare detailed work plans for construction and renovation of climate-resilient WASH facilities.
  • Identify and prioritize WASH interventions for schools, healthcare facilities and communities, including remote areas such as Saint Martin’s Island and various wards in Teknaf.
  • Lead design and prepare BOQs and drawings for climate-resilient household latrines, institutional WASH blocks (with MHM and disability inclusion), water distribution networks and surface water treatment plants.
  • Ensure designs are site-specific and comply with national/international standards.
  • Conduct field visits to supervise construction works and ensure adherence to design, timeline and technical standards.
  • Verify construction quality, raw materials and vendor/contractor performance.
  • Ensure vendors implement health, safety and environmental safeguards (ESMP).
  • Prepare field verification and completion reports to support vendor payments and certification.
  • Oversee water quality monitoring and testing; recommend treatment interventions.
  • Support implementation of healthcare facility waste management technologies.
  • Coordinate with internal teams, community leaders, local authorities and sector partners and provide regular progress updates and technical recommendations.

NGO Forum for Public Health is seeking an experienced WASH Engineer to lead the design, supervision and quality assurance of climate-resilient WASH infrastructure in Teknaf, Cox’s Bazar. Design & Technical Documentation: Lead preparation of BOQs and drawings for climate-resilient household latrines, institutional WASH blocks (including MHM and disability inclusion), water distribution networks (WDN), surface water treatment plants (SWTP) and other WASH infrastructure. Ensure compliance with national and international standards. Quality Assurance & Monitoring: Conduct field supervision to ensure works adhere to design, timelines and standards; verify material and workmanship quality; prepare field verification and completion reports to support vendor certification and payments. Water Quality & Waste Management: Oversee water quality monitoring/testing, recommend treatment interventions and support healthcare facility waste management implementations. Coordination & Reporting: Maintain coordination with internal teams, community leaders, local authorities and sector partners; ensure community engagement and ownership; provide regular technical reports and recommendations to the line manager. Required experience & qualifications Bachelor's degree in Civil Engineering, Environmental Engineering or related field. At least 5 years of relevant experience, preferably with NGOs or development agencies in humanitarian or development WASH programming. Proven expertise in climate-resilient WASH infrastructure design and BOQ preparation. Experience with disability-inclusive sanitation, MHM-sensitive systems, WDN design and SWTPs; familiarity with WASH FIT methodologies is advantageous. Proficiency in engineering software tools (e.g., AutoCAD, EPANET, GIS) and MS Office. Strong vendor/supplier management, communication, coordination and documentation skills. Willingness and ability to travel extensively across Teknaf and Saint Martin’s Island and to work in both field and office environments. Fluency in English required; ability to speak Bangla and Cox’s Bazar local dialect (Chittagongian) is a plus. Other requirements Age: At most 45 years (as per job circular).
